Great People
USABlueBook would like to congratulate these two men as well as the other winners of National Rural Water Association Peer Leadership Awards. These awards were presented at the NRWA Annual Conference held in Philadelphia, PA in September.




Circuit Rider of the Year
Harry Whalen, Circuit Rider for Montana Rural Water Association (MRWA), received highest honors from his peers when he was named the 2007 Circuit Rider of the Year.

Whalen has over 49 years of experience in the operation, maintenance and management of water and sewer systems. His areas of expertise include supervision in office and fieldwork, including all phases of construction, utility planning, investigation, title reports, legal descriptions, surveying, easements and many other areas of utility works.

Wastewater Specialist of the Year
B.J. Blessing, wastewater technician for Virginia Rural Water Association, was named the 2007 Wastewater Specialist of the Year. Blessing has been a licensed wastewater operator in Virginia for more than 30 years.

During that time he has been an operator/wastewater plant manager for the cities of Waynesboro and Staunton, Augusta County Service Authority and Harrisonburg Rockingham Regional Sewer Authority. He has been a wastewater technician with VRWA for 13 years.
